Multi-Tiered System of Supports (MTSS)

What is MTSS?

Purpose: ALSD schools use a Multi-Tiered System of Support to follow a three-tiered instructional model consisting of:

Tier 1: High-quality classroom instruction

Tier 2: Focused supplemental instruction, and

Tier 3: Specifically designed intensive interventions as prescribed

Alta Loma School District’s Multi-Tiered System of Support (MTSS) provides a systematic approach to meeting the academic, behavioral, social-emotional, and attendance needs of all students in grades TK–8. Grounded in guidelines from the California Department of Education, MTSS ensures equity and consistency in how students qualify for and receive support services across the district.

Through evidence-based instruction, targeted interventions, and ongoing progress monitoring, the system identifies students in need of additional support early and delivers the appropriate help. This approach not only promotes inclusion but also cultivates confident communicators, leaders, problem solvers, relationship builders, and reflective thinkers—preparing every student for long-term academic and personal success.

Positive Behavior Interventions and Supports (PBIS)

What is PBIS?

Positive Behavioral Interventions and Supports (PBIS) is an evidence-based, tiered framework for supporting students' behavioral, academic, social, emotional, and mental health. When implemented with fidelity, PBIS improves social emotional competence, academic success, and school climate. It also improves teacher health and wellbeing. It is a way to create positive, predictable, equitable and safe learning environments where everyone thrives.
